Discussion: The remains of the former tropical cyclone Oscar is southeast of New England this morning and drifting north to northeastward (Fig. 1). The back edge of this system will affect Nova Scotia and Newfoundland with heavy rain and high wind. In the Caribbean Sea an ALERT remains in effect for a possible tropical cyclone forming in early November. GFS continues to indicate this system becomes a hurricane, possibly a major hurricane, and travels toward Florida and possibly the East Coast (Fig. 2).
